both French and English into the cultural identity of Canada. These
goals are the equality that is proclaimed by the Constitution and the
Official Languages Act; the quality of service, education and
financial management all citizens are entitled to receive from
government; and continuity of programs as well as consistency of
motivations to ensuring the existence of these programs. The report
discusses official languages from a national agenda perspective, with
a look at affairs of state, language rights, and government policies
and programs. The report also evaluates equality of language rights
in federal institutions, evaluates institutions, and gives an
overview and a province-by-province review of minorities. Also
discusses the promotion of second-language instruction in public
schools. Appendices include a review of activities for the year; and
an organizational chart.
